Who is responsible for Water Service Line and Sewer Pipe Repairs?

Whenever you experience a break, clog or leak in your water service lines or sewer pipes, then your home could be susceptible to a flood and costly damages in property damage.

The role of the water service line is to bring water into your home. On the other hand, the sewer pipes transport wastewater from your toilets, sinks and other appliances.

When one of these lines is damaged, it will need repair. But did you know that your municipality is not responsible for these repairs? While the city is responsible for fixing the pipes going to the main water lines, it is not accountable for the property line that goes to your home.

There are two types of pipes that affect a home sewage system. The first is the upper lateral. The upper lateral extends from your home to the sidewalk before going to the street. The other type of pipe is the lower lateral. The lower lateral pipe runs from your property line to the main sewer line. If any clogs or tree roots extend from your property, then you could be responsible, even if the section is not on your property.

What should I do if I experience a sewer backup?

The city is not responsible for sewer backup unless they have been negligent. In this case, either you or your insurance company can make a claim.
Following this, you should take the necessary steps to clean your sewage:

  • clean up your sewer by calling in a sewage cleaning contractor. The contractor will be able to clear out debris and restore your sewer services
  • If the sewer blockage is under your property, you should hire a credible sewer contractor. It is recommended to get at least three estimates and to gather and check your contractor references. Your contractor is required to obtain the necessary permits, to repair the sewer and to arrange the city inspection of your sewer.
  • if the blockage is under city property, the city is responsible for two conditions. The city must check and determine if the problem is related to the sewer main or your private sewer pipe. The city will also deliver a sewer notice to you to indicate the results of your problem and the next steps that you should take.
    • the city may pay for your repair if your private sewer pipe is under city property barring conditions set by the city
    • To confirm where the blockage is, the city may ask you to:
      • Arrange and pay for a new contractor, a video inspection or a tracing of your sewer pipe to determine its location.
      • Provide them with the history of your sewer cleanings
      • Allow them into your home for inspections

Leaky pipes don’t always show physical signs, sometimes the indicators are not visual. That doesn’t mean that they aren’t doing damage to your home though. Any leaking pipe can be damaging to home integrity and structure decreasing the value. Luckily there are a few tell tale signs that you need to get your pipes looked at by a professional.


  • Water meter
    • To find out if there is a leak anywhere in your plumbing, first locate your water meter.
    • Record what the meter is registering at
    • Turn off all the water in your house (sinks, showers, kitchen appliances, hoses etc)
    • Wait three hours without using water 
    • Check your water meter
      • If the water meter number has moved at all, there is almost guaranteed a leak somewhere in your home
      • If the meter hasn’t moved but you are seeing signs of water damage, there could be a structural issues

  • Discoloured walls
    • Any areas where there is discolouration indicate that a pipe is leaking in and behind that area of the wall, or somewhere on that pipe
  • Mold
    • Mold in your walls can emit a smell, moldy bathrooms aren’t that surprising because that is a damp area.  But finding mold in other home areas like family and living rooms or bedrooms is an indication of a leak
  • Wet areas
    • Perhaps the most obvious but wet areas of flooring or walls indicate that your home pipes are leaking
  • Peeling paint and wallpaper
    • Peeling wallpaper and paint can occur when there is moisture behind it, where does this moisture come from? Leaks
  • Warped/discoloured floor/ceiling
    • The warping and discolouration may be from leaky pipes and build up water in that area.
      • One example may be under a bathtub or shower
  • Musty smell
    • Built up water tends to have a specific odor.  Should you begin to smell something unusual it could be an indicator of a leak
  • Pools of water
    • The most obvious sign is that there is water in your home, either coming from the walls or the ceiling, there is 100% a problem if you are having water pools inside your house
  • Dripping noises
    • That drip drip noise is not normal to hear coming from your walls ceilings or floors.  It indicates that in your house something, somewhere is leaking through your house.
      • Be sure that all your taps are securely off before you begin to panic, unfastened taps can make this dripping noise too.

What do I Do if I Have a Leak?

First, don’t panic.  If you are nearly certain that there is a leak in your house for any of the previous warning signs mentioned above, at least you know and now, it is time to get some help.  The easiest way to determine if there is an interior or exterior leak is with the water meter.  As previously mentioned, if all the steps are followed exactly, the number on the meter should not move.  If it does, that means that somewhere inside the house the water is leaking.  You will need to call a plumber to have them address the issue carefully and professionally.  If you believe that you have an issue with plumbing, call or fill out a Rooter Team form for a free quote.

If the number on the water meter does not change after the test.  That means that you are dealing with something on the exterior of the home.  This could be from the eaves troughs, the foundation, or the windows.  Clear out the eaves troughs as soon as possible, including the downspout. Why You Should Get a Plumbing Inspection Before Buying a House

We know buying a home is an exciting experience, but it can also be a stressful one.  Buying a house before you know about the plumbing can result in high water bills and add even more money onto the costs associated with moving.

Just recently in Toronto, a man purchased a home in Thornhill that had been uninhabited for over a year.  When he moved in and acquired the property, he almost fell out of his chair when reading his first water bill.  38 000 dollars, no I didn’t add a couple extra zeros, that was truly his first water bill.   The reason for such a high bill was as a result of the previous owners not paying the water bill and because of a plumbing leak!  Now looking at this story, you might think, “well oh he can just file a claim and won’t have to pay, right?” but unfortunately that isn’t how it goes here.  After filing his claim, he was told that it is actually up to the home buyer to be informed on any plumbing issues and bills.

If that story wasn’t enough to convince you to get a plumbing inspection, you might want to know that the most common leak usually goes unnoticed.  A leaky toilet can waste up to 6000 gallons of water each and every month.  That amount of water translates to a whopping 70$ added to your water bill every month.  You would not have this problem, or could at least calculate the costs beforehand if you called a plumber for an inspection.  

Another benefit of calling a plumber for an inspection pre house purchase, is that they check for so many other pipe problems.  One of the last things you want is to purchase your dream home, only to find out that you have low water pressure, and that one of your pipes needs to be replaced or that your water heater is broken.  All these are added and unexpected costs to add onto the initial cost of the home.

When looking at toilets, the plumber is looking for the following warning signs of poor toilet plumbing:

  • Warping and discolouration near the base of the toilet
  • Soft flooring around the toilet but not really anywhere else in the bathroom
  • Loosely secured toilet (toilet may move when touched or sat on

Each of these can mean that the seal on the toilet has gone and that ist is no longer efficient plumbing.  And think twice before trying to seal up a toilet on your own, this can really make the problem even worse and cost you an absorbent amount of money in the long run.

Next let’s take a look at the sewer problems.  Something that would undoubtedly ruin your new home experience is having a rather smelly issue with sewage draining and removal.  Don’t get your wallet even more dirty by skimping out on the sewer check before buying.  Deteriorating sewer pipes and tree roots are two of the major factors that impact old homes especially.

If your prospective new home has a septic tank, find out where it is, if there are any indications of leaking (look for moisture and a foul odor) make sure you have someone check it out.

Thirdly let’s look at the house’s piping itself.  Deteriorating, lead, small scale, and corroded pipes are all costly problems you can’t see without plumbing equipment.  Finding out after the fact that you are going to have to drop another few thousand dollars on a house you just purchased can be devastating to any new homeowner.  Plumbing inspections will check for these problems and so much more potentially saving you a few thousand dollars or even your entire home.

Next, your water heater will be checked.  Buying a home is no good if you are going to have to purchase a whole new water heater right away.  Risk factors for needing a replacement are location, age, and capacity.  If you are always running out of hot water, this is a pretty good indicator that you are in need of a new water heater.

Now, let’s discuss how a plumbing inspection can help you when it comes to the state of your shower.  There are three main types of showers: metal, glass, and tile, each of these can be checked for leaks, and some are actually quite simple fixes (finally).  With a metal shower, any leaks will mean the whole shower needs to be replaced, With glass however a leak in the door (which is most common) can be fixed quite easily and usually are not costly.  A tile shower on the other hand can leak badly without being immediately detected ,and cause damage through the whole home.  Something that affects all showers is a leak between the drain and the shower floor, a problem like this can allow for water to seep under the shower and generate water damage.  A plumber is able to check for all of these potential issues during an inspection as well.

Finally, during an inspection, a plumber will look at the bathroom sinks. The two main issues with bathroom sinks are clogs and leaks.  Luckily the leaks are usually at the joint/stopper underneath the sink and can be fixed just by tightening the nut on the pipe.  The next issue may be a clog, identified by a slow draining sink as well as a “glug, glug” sound when draining (an indication that air is being trapped).  Both of these issues can be checked for by filling the sink up and letting it drain all at once.  If there is a leak in the sink you’ll see it and if it drains slowly, or makes the noise mentioned there is probably a clog.

In the bathroom sink

A clog in your bathroom sink can go unnoticed, but that unnoticed clog creates a pungent odor in the bathroom. Clogs can come from everywhere, bathroom sinks are victims of food falling from brushing your teeth. Not to mention the built up toothpaste that accumulates within the pipes and drains. Finally, the hair from shaving or brushing can also create dangerous clogs.

Waiting too long to fix your drain problem can lead to serious problems requiring a more heavy duty solution. The heavy duty solutions include removing parts of the pipe, and even calling a plumber. Luckily, each of these clogs as annoying as they are,can be prevented. Ensuring that there is enough warm running water headed down the drain at the same time is a great way to prevent build ups. That means that the water stays running even after the items have made their way down the sink. In addition, cleaning the sink weekly is yet another way to prevent long term buildups from reaching your pipes and creating blockages.

In the bathroom shower

Bathtubs and showers pose an even larger problem.  If these clogs aren’t prevented, fixing the problem will require a plumber which can cost you your shower along with some money too, that’s the last thing you want in your house.

Let’s take a look at the biggest problems impacting your pipes in the shower.  First and foremost hair.  Hair naturally gets tangled within the pipes and cannot break down.  With the average person long around 100 hairs a day, that’s a lot that can end up in your shower drain.  This will then generate problems with draining and eventually your home plumbing.  Preventing the drainage of hair in the shower can be a tall task.  The best way we have found to prevent this is to invest in a drain cover that catches the hair before it escapes down the drain.  The second issue is dirt; dirt is why we shower in the first place!  But all that dirt can cause major problems if not addressed.  One of the best ways to deal with dirt is to flush it out while showering.  Don’t skimp on the water you use to clean yourself, that water can be used to flush the dirt from your pies as well.  Next, try to avoid large chunks of dirt entering your shower drain, where possible rinse off large dirt deposits outside.

In the toilet

When it comes to the porcelain throne clogs can lead to an overflowing toilet bowl soiling your entire bathroom floor. These clogs come from a variety of different sources. Large waste deposits, toilet paper, food, and feminine hygiene products all contribute to clogs in your toilet pipes. There are solutions to each of these before they even occur. Do not flush feminine hygiene products down the toilet. They do not break down in the toilet and instead can create a blockage in your pipes. When it comes to food, waste and toilet paper, flushing often is a good idea. Rather than using a large amount of toilet tissue then flushing, try breaking up your flushes after wipes with more than a few sheets. The same goes for bigger waste deposits, flush often even if you haven’t finished your “business”. When it comes to food, don’t use the toilet as a garbage bin, throw out old food in a garbage bag or in a green bin. Items like soup can be a little different, but beware, any food waste can still damage the pipes.

If you run into a clog, the toilet plunger might be a good option to solve that, if it still wont flush, a plumber may need to be called.

In the kitchen

Kitchen clogs have two main culprits: food and grease.  When washing dishes, leftover food from rinsing dishes can get stuck in the drain and pipes and generate an extremely bad smell over time.  This can be prevented by scraping plates into the garbage before rinsing them, an easy fix for a potentially catastrophic problem.  Foods like eggshells can wreak havoc on your pipes too, these calcium shells do not fare well in the small home pipes.  When it comes to greases and oils, the problem can get more complex.  It might seem easy to just pour your hot pan oil and grease down the sink; however, the grease may harden onto the inner portion of the pipe and be a real pain to take care of.  Instead of pouring this down the drain collect the grease in a separate cup and dispose of the grease once cooled into the regular garbage.
